COMMENT: Why not at Upper-class clubs; eg Albany, National, Rosedale Golf, Royal Can.Yacht (City club house), University, York? Possible reason is that these clubs have Dress rules: at least a jacket for men,prefrably with a tie. Shirt alone is allowed at CPSO Council meetings.Also some Council members may be Left-wing socialists and regard these clubs as elitist (which they are).
